In the transformation of Laos into a modern country, young people without adequate knowledge and skills have been vulnerable to risky migration, vulnerable employment, and exploitation. In addition, the increase in COVID-19 cases in Lao PDR foreshadows the addition of a socioeconomic crisis, set to leave millions out of work with no savings, household debts, and ultimately, threatening access to food security and basic services. Therefore, it is crucial to promote training in life and financial literacy skills for them to build resilience to economic impacts.

ChildFund in Laos in collaboration with The National Commission for Advancement of Women, Mother and Children, represented by the National Commission for Advancement of Women, Mother and Children Office co-created the Child Life Skills Empowerment Project to increase the financial literacy knowledge and life skills for children, build their capacity to support their peers, and empower children to lead positive change in their school and communities.

The target provinces were identified for this project through a process of consultation with communities, district and provincial authorities, Vientiane CAWMC, PCAWMC, DESB and PESS. Project activities will be implemented in 100 target schools include 60 schools in Vientiane Capital, 20 schools in Xiengkhouang Province and 20 schools in Huaphanh Province. There are approximately 24,080 direct beneficiaries. These will also include children with disabilities, ethnic minorities, and youth from diverse backgrounds including LGBT and most vulnerable youths.

The National Commission for Advancement of Women, Mother and Children, Ms. Manivone Louangsombath, Director General of NCAWMC Cabinet Office and ChildFund in Laos’ Acting Country Director, Mr. Vilasai Thammavong, signed a Memorandum of Understanding (MoU) on the Child Life Skills Empowerment Project. This project budget is USD 450,000 (Four Hundred and Fifty Thousand US Dollars), supported by Prudence Foundation. The project will be implemented from the approved date to December 31, 2024.

Mr. Vilasai Thammavong, Acting Country Director of ChildFund in Laos, said “ChildFund in Laos team is delighted and hopeful to continue the partnership with Lao government partners from national to local level, getting the financial and technical support from the Prudence Foundation and Prudential Laos to expand the child and youth empowerment program to increase children and youth’s knowledge, skills on child rights, protection, participation, social and emotional learning skills, Cha-Ching financial literacy and the SAFE STEPS KIDS. We are exciting to work with all stakeholders including teachers, children and youth to scale up this work in Laos to reach at least 20,000 more children in this project.”

ChildFund has been working in Laos since 2010 until now. We work in partnership to create community and systems change that enables vulnerable children and young people, in all their diversity, to assert and realise their rights. Projects are implemented in the capital of Vientiane, as well as Huaphanh, Xiengkhouang, Phongsaly, Xayyabuly, Luang Prabang, Khammouan, Savannakhet, and Sekong Provinces with a focus on upholding child rights and improving access to health services and quality education. ChildFund in Laos also prioritises projects which focus on child nutrition, sexual reproductive health and rights, media literacy and job readiness.
